Title I
Title I is a federally funded program under the Every Student Succeeds Act (ESSA). Montoursville Area School District operates a targeted assistance model at both elementary schools to provide reading intervention for students in grades K–3 who are identified as needing extra support. Students are selected using multiple criteria to ensure services reach those who will benefit most. Instruction is delivered in small groups, allowing individualized attention to build essential reading skills and strategies. All instruction is research-based and overseen by a certified reading specialist, who may work directly with students or coordinate support provided by classroom teachers, MTSS intervention specialists, or Title I paraprofessionals. Student progress is formally assessed three times a year—in the fall, winter, and spring—with ongoing informal evaluations throughout the year. Parents are notified by the school if their child qualifies for Title I services.
Title II
Title II, Part A is a federally funded program that helps strengthen teaching and learning in core academic subjects across public and private K–12 schools. This initiative combines the former Eisenhower and Class-Size Reduction programs to focus on preparing, training, and recruiting highly qualified educators. At Montoursville Area School District, Title II-A funds, along with Title IV-A resources, are used to support smaller class sizes in elementary schools by contributing toward the salary and benefits of an additional classroom teacher. These efforts reflect our commitment to providing students with personalized instruction and a strong foundation for academic success.
Title IV
Title IV, Part A—Student Support and Academic Enrichment—is a federally funded program intended to provide students with a well-rounded education, improve learning conditions, and expand access to technology. Montoursville Area School District allocates Title IV-A funds for the purpose of reducing class sizes at the elementary level. These funds, combined with Title II-A resources, help cover a portion of the salary and benefits for an additional classroom teacher, ensuring smaller classes and more individualized attention for students.
Title IX
The U.S. Department of Education’s Office for Civil Rights (OCR) enforces, among other statutes, Title IX of the Education Amendments of 1972. Title IX protects people from discrimination based on sex in education programs or activities that receive Federal financial assistance. Title IX states that:
No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance.
The School District is committed to the maintenance of a safe, positive learning environment for all students that is free from discrimination by providing all students course offerings, counseling, assistance, services, employment, athletics and extracurricular activities without any form of discrimination, including Title IX sexual harassment. Discrimination is inconsistent with the rights of students and the educational and programmatic goals of the School District and is prohibited at or, in the course of, School District-sponsored programs or activities, including transportation to or from school or school-sponsored activities.
